9 bills introduced on the first day amid Congress uproar, all passed on the second day, assembly proceedings adjourned indefinitely

Gairsain: The monsoon session of the Uttarakhand Legislative Assembly was going on in Gairsain. Today, on the second day of the session, the proceedings of the Assembly were adjourned indefinitely. On the first day i.e. Tuesday, 9 bills were introduced in the Assembly. These include anti-conversion bill, minority education bill and supplementary budget of Rs 5,315 crore. At the same time, the opposition Congress created a ruckus on the issue of alleged rigging and deteriorating law and order in the Panchayat elections, but the budget and bills were introduced amid their uproar. At the same time, all the bills have been passed today.

This was the first day of the session: In fact, as soon as the proceedings of the House started at 11 am on the first day of the Gairsain monsoon session, Leader of Opposition Yashpal Arya and Congress leader Pritam Singh demanded immediate discussion under Rule 310 on the issue of alleged rigging and deteriorating law and order in the recently held Panchayat elections. Which was also supported by other opposition members. After this, all the opposition MLAs started sloganeering. On which the Speaker of the Assembly Ritu Khanduri requested the opposition MLAs to return to their seats.

At the same time, the opposition members continued to raise slogans. In such a situation, the Speaker of the Assembly Ritu Khanduri adjourned the proceedings of the House for 30 minutes. When the proceedings resumed, the opposition leaders again created a ruckus. During this, they tried to overturn the table of the Assembly Secretary. After which the Speaker of the Assembly Ritu Khanduri again adjourned the proceedings.

The ruckus continued even after the proceedings of the House resumed. The opposition members again tried to overturn the table of the Assembly Secretary. Not only this, they tore the paper and threw it in the air in front of the Speaker’s seat. Also picked up the mic and slammed it. On this, the Speaker again adjourned the proceedings of the House, due to which the time allotted for the Question Hour was completely disrupted due to the uproar.

In this way, the proceedings of the House were adjourned four times. Even after the House was adjourned, the opposition members, led by Leader of Opposition Yashpal Arya, sat in front of the Speaker Ritu Khanduri’s chair and kept raising slogans. However, during the day’s proceedings, the state government was successful in introducing 8 bills including the Uttarakhand Religious Freedom (Amendment) Bill and the Uttarakhand Minority Education Bill. Along with this, a supplementary budget of Rs 5,315 crore was also presented.

Before the commencement of the assembly session, former Congress MLAs also staged a sit-in outside the assembly against the alleged rigging in the panchayat elections and the deteriorating law and order. At the same time, the opposition MLAs did not come out of the assembly house. The opposition MLAs spent the whole night in the house, staging a sit-in inside the Bhararisain Assembly building.

All 9 bills passed: At the same time, the supplementary budget has been passed amid the uproar of the Congress in the House. Along with this, all the other 9 bills have also been passed. These include the Anti-Conversion Bill, Minority Education Bill. Along with this, the Uniform Civil Code Amendment Bill has also been passed in the House. Uttarakhand Minority Education Bill passed: Uttarakhand Minority Education Bill 2025 was introduced in the House, which aims to grant minority status to institutions run by Sikh, Jain, Buddhist, Christian and Parsi communities. At present, the status of minority educational institution is given only to the Muslim community. Now the Minority Education Bill has been passed.

In such a situation, now after the implementation of the Uttarakhand Minority Education Bill 2025, the Uttarakhand Madrasa Education Board Act 2016 and the Uttarakhand Non-Government Arabic and Persian Madrasa Recognition Rules 2019 will be repealed from July 1, 2026. After the implementation of this Act, the study of Gurumukhi and Pali languages ​​will also be possible in recognized minority educational institutions.

This bill provides for the formation of an authority, which will make it mandatory for educational institutions established by all minority communities to get recognition from it. This authority will work to facilitate and promote educational excellence in these institutions. So that, the children of the minority community can get quality education and their educational development can take place.

Punishment for a married person living in a live-in relationship: Two new sections have also been added to the UCC. Under which under Section 380 (2), if a person who is already married comes into a live-in relationship by fraud, then he will also have to pay a sentence of 7 years and fine, but this provision will not apply to them. Those who have ended the live-in relationship or whose partner is not known for 7 years or more.

7 years imprisonment for cohabitation by force, pressure or fraud: Apart from this, new provisions have also been added by amending the sub-sections of Section 387 of the Uniform Civil Code. In which if a person establishes a cohabitation relationship by obtaining the consent of a person by force, pressure or fraud, then he can be imprisoned for up to 7 years.

Amendment Bill in Panchayati Raj Act: At the same time, an amendment bill in the Panchayati Raj Act was also introduced in the House. Under which those people will also be able to contest the Panchayat elections, who have twins after their first child. It will now be considered as a unit. Till now only a person who has two children can contest the Panchayat elections.

Punishment for digital conversion: Apart from this, the anti-conversion bill has also been passed. Under which the conversion law has been made more stringent. Under this, now there will be punishment even for digital conversion. For this, the Uttarakhand Religious Freedom and Prohibition of Unlawful Religious Conversion Amendment Bill was introduced in the House and passed.

BKTC will have two vice presidents: BKTC i.e. Badri Kedar Temple Committee will have two vice presidents. The government had already amended the Badrinath Kedarnath Temple Act by creating an additional post of vice president in the Badri Kedar Temple Committee through an ordinance. With the passage of the amendment bill related to this, the number of vice president posts in the committee has become 2.
