Dehradun: Chief Secretary Radha Raturi has objected to sending proposals of departmental schemes directly to the cabinet meeting without conducting a ground test. She directed the departmental secretaries to submit proposals for the cabinet meeting only after conducting a ground test and assessment.
Not doing so creates difficulty in achieving the actual objective of the schemes. In this regard, the Chief Secretary has written a letter to the Additional Chief Secretary, Principal Secretaries, all departmental secretaries. In the letter, it was asked to prepare proposals by testing and comparing departmental schemes and programs.
Instructions were also given to study the current schemes and merge similar schemes. Said, in the absence of this, there is a possibility of discrepancy between the financial proposals of two departments. Instructed that the procedures should be simplified in the approval of schemes, so that there is no unnecessary delay.
