Dehradun: Expressing strong displeasure over the delay in issuing government orders on approved proposals, Chief Secretary Radha Raturi has directed the concerned officials to take prompt action in this regard. CS Raturi has directed to expedite the process of those departments in which the proposals are pending at DPR, TAC or DFC level under the Missing Link Fund. The Chief Secretary reviewed the progress of various schemes funded by Missing Link at the Secretariat on Monday. During the meeting, a consensus was reached on funding the proposals of various departments through Missing Link. The Chief Secretary directed the Finance Secretary to immediately take proposals from all departments, so that the incomplete schemes can be completed by releasing the budget.
Discussing Missing Link Funding, Chief Secretary Radha Raturi said that Missing Link Funding is a golden opportunity to complete the incomplete schemes. In this regard, all departments should seriously assess such half-incomplete schemes at their level, information should also be taken from the field officers. Instructing all the departments to work by taking ownership of the schemes, the Chief Secretary has also given instructions for clarity and simplification of processes in the approval and implementation of the schemes.
The Chief Secretary directed that the progress of previously approved proposals should also be regularly uploaded on the PM Gatishakti portal. These projects are continuously monitored in PM Gatishakti.
Chief Secretary Radha Raturi has directed that in order to ensure that there is no delay in government work related to files in the absence of officers, especially secretaries, the officers can contact the Chief Secretary immediately at any time for a solution in this regard. She advised the officers to develop a culture of working promptly in government work.
Under the missing link, such proposals are approved which do not get funding under any scheme in the districts, such projects are funded from the Chief Secretary’s fund.
Secretary Shailesh Bagauli, Dilip Jawalkar, Dr. B V R C Purushottam along with Additional Secretaries of Finance, Animal Husbandry, Women and Child Development, Horticulture Department, Energy and District Magistrate Champawat were present in the meeting through virtual medium.
