Dehradun: When Chief Minister Pushkar Singh Dhami took charge in Uttarakhand, the first goal was to give Uniform Civil Code to Uttarakhand. From its early days, the state government is moving forward in this direction. The rules of UCC i.e. Uniform Civil Code were handed over to the state government by the implementation committee on 18 October. There is still scope for amendment
The work of the committee formed by the state government to implement the Uniform Civil Code in Uttarakhand has been completed. Many people including the chairman of the implementation committee Shatrughan Singh had prepared this draft by going among the people. Many types of laws have been added to the draft to empower Uttarakhand and get Uniform Civil Code for the first time in the country. The draft has received the approval of the Governor as well as the President. Chief Minister Pushkar Singh Dhami also wants that the Uniform Civil Code should be implemented in the state as soon as possible. Right now there is a hitch in it and this hitch is of training.
The work is now in the final stage
The Chairman of the Rules Committee or somewhere the Implementation Committee and former Chief Secretary Shatrughan Singh says that we have prepared the draft and given it. It is not that once the draft is ready, it will be implemented. There is still scope for amendment in it. Now it has gone to the Home Department. If the Home Department wants, it can amend it. If it feels like this on some points, then the state government will work on it. If they feel that they need us, we can give any opinion, then we will definitely give our opinion there. We have completed our work. But the biggest responsibility of implementing the Uniform Civil Code or bringing it on the ground will be of the officials and employees of the Nagar Panchayat, Nagar Palika level. Therefore, they will have to understand this Uniform Civil Code completely and this is a part of the training.
They will have a role in implementing UCC on the ground
Shatrughan Singh says that you have seen the book of Uniform Civil Code. Every information related to it is written on every page of it. In such a situation, if it is implemented in the state and as soon as it is implemented, the employees and officers will have to work on it, then it is not that they will read the book every time and move forward. There will be training on this so that they do not have to read the book again and again or do not have to make any other special efforts. In how much time will this training end, when will it start, this is a matter of governance. I will definitely say that it will have the maximum impact in the villages or say that work will have to be done on it, then when the employees and officers at the Panchayat level will know about the law themselves, then they will get it implemented at the ground and village level.
When they know, then only they will be able to tell
Officials up to the village level will have to tell the people what new arrangements have been made in the Act and Rules now. If someone comes for registration, then how will the registration be done. Because everything has become online. If something has to be done online, then how to do the process. Not only this, they should also be able to tell people which provision of the Act and Rule they have to deal with. They must have all this information. Therefore, their training is very important. On the other hand, there is no need for training of District Magistrate and SP level officers in this. Police officers will not have direct involvement in this. Yes, if any case comes, then it is a different matter. The entire responsibility of the Uniform Civil Code will be on those who will be trained.
Now training will be done like this
According to the information received from the Chief Minister’s office, CM Dhami himself wants everything to happen soon. But sometimes due to elections, sometimes travel and sometimes government work, the training has not been done till now. However, now soon there will be orders for its training at the government level. The government will make such arrangements that the government work also continues and the training is also completed. Let us tell you that in this, the officers and employees associated with every Nagar Panchayat, Nagar Palika, Nagar Nigam are to be trained.
