Ban on contract-outsource recruitments, regular appointments will be made, Chief Secretary issued order

Dehradun: The state government has banned contract, outsource, daily wages, part-time, fixed salary and ad-hoc recruitments in all departments. All department heads have been instructed to send requisitions to the selection commissions for recruitment to vacant regular posts. Disciplinary action will be taken against the officer who will make outsourced recruitments, assuming personal responsibility.

Chief Secretary Anand Bardhan issued a stay order to all Principal Secretaries, Secretaries, Divisional Commissioners, District Magistrates. He has said that after the implementation of the recommendations of the Sixth Pay Commission in the state, Class IV posts were abolished, to meet the need of which employees have been deployed through outsourcing. Outsource-contract recruitments also got a boost due to the delay in regular recruitments in the departments.

The aim was to simplify and economize government work by issuing government orders on 27 April 2018 and 29 October 2021, but despite regular selection in many departments, the outsourced employees deployed against these posts brought stay orders from the courts. Due to this, there is difficulty in deploying regular employees. A situation of contempt of courts is arising, which is creating confusion. Outsourced, contract employees are filing cases in the courts demanding regularization.

Therefore it has been decided that the previous government orders will now be considered revised. Contract, outsourced or any other such recruitment against regular vacant posts in any department will be completely banned. Requisitions will have to be sent to the concerned selection commission for new recruitments on vacant regular posts. If any officer makes contract-outsourced recruitments, then it will be considered his personal responsibility and disciplinary action will be taken.

Send requisitions on time, review will also be done

Chief Secretary Anand Bardhan has directed that all the department heads should assess all the vacancies of regular posts and send the requisition for recruitment to the selection commission on time. Establish coordination with the concerned commission for timely recruitment. It will also be reviewed regularly.
