Dehradun: Preparations have intensified for conducting panchayat elections in 12 districts of the state except Haridwar district in Uttarakhand. On the one hand, while the Uttarakhand government extended the tenure of administrators posted in the Panchayat, on the other hand, the Uttarakhand government has issued a notification of reservation in panchayats on Tuesday. According to the notification issued by Panchayati Raj Secretary Chandresh Yadav, the places and posts of Gram Panchayat, Kshetra Panchayat and District Panchayat of Uttarakhand have been allotted along with reservation.
In fact, the single member dedicated commission constituted under the chairmanship of retired judge BS Verma had submitted a report to the state government on 27 February 2025 regarding the determination of reservation of posts and places in panchayats of all levels in 12 districts of the state. In such a situation, reservation on posts and places for the three-tier Panchayat General Election 2025 in the remaining 12 districts except Haridwar district of the state will be determined on the basis of the 2011 census. The list of reservations will be issued in the order of women of Scheduled Tribes, Scheduled Tribes, women of Scheduled Castes, Scheduled Castes, women of backward classes, backward classes and women. According to the notification issued, the number of posts to be reserved for Scheduled Tribes and Scheduled Castes among the Presidents of District Panchayat, Chiefs of Area Panchayat and Heads of Gram Panchayat in the state will be calculated in proportion to their population in the state.
Reservation will not exceed 50 percent
In determining the number of posts for backward classes, the total reservation of Scheduled Castes, Scheduled Tribes and Backward Classes will not exceed 50 percent of the total number of posts. If the reservation of Scheduled Castes and Scheduled Tribes is 50 percent of the total number of posts, then there will be no reservation for backward classes.
The number of posts to be reserved for Scheduled Tribes, Scheduled Castes as well as Backward Classes among the chairmen of District Panchayat, Chiefs of Area Panchayat and Heads of Gram Panchayat in the state has also been decided, under which reservation of posts of District Panchayat Chairperson, zero posts for Scheduled Tribes, 02 posts for Scheduled Castes and two posts for Other Backward Classes will be reserved.
Reservation of posts of Area Panchayat Chief, three posts for Scheduled Tribes, 18 posts for Scheduled Castes and 15 posts for Other Backward Classes will be reserved.
Similarly, reservation of posts of Gram Panchayat Pradhan, 226 posts for Scheduled Tribes, 1467 posts for Scheduled Castes and 1250 posts for Other Backward Classes will be reserved.
The proposal for reservation of posts of Pradhan, Chief posts and members of Gram Panchayat, Area Panchayat and District Panchayat in three-tier Panchayats will be prepared by the District Magistrate and displayed on the information board in Gram Panchayat Office, Area Panchayat Office, Tehsil Office, District Panchayat Raj Officer Office, District Panchayat Office and District Magistrate Office.
Also, after receiving and resolving objections as per the fixed time table, the final proposals for reservation will be made available to the Panchayati Raj Directorate.
Programs decided regarding the reservation proposal:
- On June 11, the details of the number of Pradhan Panchayats will be made available by the Panchayati Raj Directorate.
- The final publication of the reservation proposal will be done on June 13.
- Objections will be taken on the reservation proposal from June 14 to 15.
- The objections will be resolved by the District Magistrate between June 16 and 17.
- The final publication of the reservation proposal will be done on June 18.
- The reservation proposal will be made available to the Directorate on June 19.
- On June 19, the reservation proposal will be made available to the Government and the State Election Commission by the Panchayati Raj Directorate.
