Dehradun: The cabinet meeting chaired by Chief Minister Pushkar Singh Dhami has ended. A total of three important proposals have been approved in the cabinet meeting. Appointment to 82 posts has been approved for the Ardh Kumbh Mela to be held in 2027. Amendment in the rules of the Principal in the Education Department has also been approved. Along with this, changes have also been made in the e-stamp system. Apart from this, transfer of personnel and other departmental issues were also discussed in the cabinet meeting. The proposals which have been approved are as follows.

Approval for appointment to 82 posts in Kumbh Mela

Ardh Kumbh Mela is to be organized in Haridwar from January to April in the year 2027. The government has already started preparing for it. It has been decided to create a total of 82 posts in the Mela Adhishthan office to complete the arrangements related to Kumbh Mela 2027. This includes 09 permanent, 44 temporary and 29 outsourced posts.

Change in e-stamp system: Emphasis is being laid on adopting technological innovation and transparency for stamp duty payment in the state of Uttarakhand. Under this, Uttarakhand Stamp (Payment of Duty through E-Stamp Certificates) (Amendment) Rules, 2023 were promulgated through Notification No.-24 April, 2023 to start digital e-stamping/paperless e-stamping. In this sequence, some non-registrable articles applicable in the state of Uttarakhand described in Schedule 1-(b) of the Indian Stamp Act 1899 were included in this manual to make the facility of purchasing stamps available to the public in the bank premises itself. In such a situation, the provisions given in Schedule 1-B of the Indian Stamp Act 1899, non-registrable Article 26 Customs Bond are to be included in this manual, so that electronic payment of stamp duty for customs will be possible and the taxpayers executing the bond in the state of Uttarakhand will be able to take full advantage of the said facility. Also, after this process, the EODB (Ease of Doing Business) system will also get a boost in public interest.

Amendment in the rules of Principal in Education Department: Uttarakhand State Educational (Teaching Cadre) Gazetted Service Rules 2022, Rule 5 Source of Recruitment, Rule 6 Age and Rule 8 Compulsory Educational/Training Qualification have been amended. The Dhami Cabinet has approved this.
