Dehradun: An important meeting of the Uttarakhand Dhami cabinet was held amid the code of conduct for the District Panchayat President elections. A total of 26 proposals were discussed in the cabinet meeting chaired by CM Dhami in the Secretariat, in which more than half of the proposals were approved by the cabinet.
Proposal regarding Agniveers: The most important decision among these proposals has been taken regarding Agniveers. In fact, the cabinet has given the green signal to the provision of 10 percent horizontal reservation in government jobs by the Uttarakhand government to the candidates who have completed Agniveer service. In this, a proposal to give relaxation in the age of the candidates has also been passed. Along with this, it has been decided that 5 percent of the work of SIDCUL will be given to the people of Uttarakhand, which will benefit the candidates of industrial institutions of Uttarakhand origin.
Strictness on conversion: The conversion law has been made even more strict. While amending the law, laws like gangster will be implemented. Along with this, a provision has been made to give punishment of up to 14 years to the guilty in such cases.
At the same time, a committee will be formed under the chairmanship of the Chief Secretary to remove the difficulties arising for contractual outsourced employees in their departments. This committee will investigate on the basis of departmental proposals and give its recommendations to the Chief Minister. In a decision, the State GST has been waived in the scheme brought for the expenditure incurred in the alignment change of the National Highway going to the airport being built in Pantnagar.
- The annual report of the Afforestation Fund Management Authority was recommended by the Cabinet.
- The structure of Uttarakhand Project Development and Construction Corporation (UPDCC) has been reorganized, in which a total of 95 posts have been created, which will be on deputation from the Irrigation Department.
- Uttarakhand Cooperative Institutional Service Board has been formed in the Cooperative Department, under which recruitment related to the cooperative banking sector will be done through IBPS.
Along with this, the proposal to create a separate post of Vice President in Badrinath-Kedarnath Temple Committee (BKTC) has been approved. Till now there was no post of Vice President in the temple committee. • The rates of land to be acquired in the villages of Dehradun district for the Lakhwar Multipurpose Hydroelectric Project were presented before the villages of Tehri district.
- Approval to present the annual financial report of the year 2021-22 of Uttarakhand Jal Vidyut Nigam Limited, on the table of the Legislative Assembly.
- Approval to table the annual accounts statement of the financial year 2023-24 of the Uttarakhand Electricity Regulatory Commission under Section 104 (4) of the Electricity Act, 2003.
- Approval to table the annual report of the financial year 2023-24 of Uttarakhand Power Corporation Limited on the table of the Legislative Assembly in compliance with Section 395 (B) of the Companies Act 2013.
Other decisions: Promulgation of Uttarakhand Animal Husbandry Department Statistical Service Rules 2025. Approval to Uttarakhand Finance Service (Amendment) Rules 2025. At the same time, the rules of the Department of Information Technology have been given the green signal. In this episode, the Department of Information Technology, Suraj and Science Technology and Innovation (STI) Policy 2025 has been approved. Amendments to the integrated process regarding allotment/cancellation/transfer/rent etc. of sheds/plots in government industrial institutions were approved.

- The annual report of Uttarakhand Real Estate Regulatory Authority (RERA) 2023-24 was approved to be tabled in the Assembly.
- Approval to amendment in the Regional Development Service Rules 2011 under the Rural Development Department.
- Approval to re-establish the Uttarakhand Panchayati Raj (Amendment) Bill 2025 before the Assembly.
