Dehradun: Following the directives of Honorable Chief Minister Pushkar Singh Dhami, the Disaster Management Department has intensified efforts to obtain a special package from the Government of India to compensate the state for the losses incurred during the 2025 monsoon season. Starting Wednesday, the National Disaster Management Authority (NDMA) will begin the PDNA (Post Disaster Needs Assessment) process to assess the actual damage to the state during the 2025 monsoon season.
On Saturday, at the State Emergency Operations Center of the Uttarakhand State Disaster Management Authority, an important meeting was held under the chairmanship of Secretary, Disaster Management and Rehabilitation, Vinod Kumar Suman, with District Magistrates and heads of various departments regarding providing details of covered and uncovered damages under the PDNA and SDRF. The meeting was briefed on the latest SDRF standards and the format for submitting information.
Secretary of Disaster Management and Rehabilitation, Vinod Kumar Suman, stated that Honorable Chief Minister Pushkar Singh Dhami has directed that the PDNA process be completed as soon as possible and a detailed proposal be sent to the Government of India. The Honorable Chief Minister himself is regularly receiving updates. He stated that all departments are mandated to indicate the amount of funds that can and cannot be reimbursed under the SDRF for damaged projects. Funds that cannot be reimbursed under the SDRF will be requested from the Government of India under a special package. He explained that the state has suffered significant losses this monsoon season, which cannot be compensated through the SDRF alone, requiring a special package from the Government of India.
Secretary of Disaster Management and Rehabilitation, Vinod Kumar Suman, stated that Honorable Chief Minister Pushkar Singh Dhami has directed that the closed roads in the state be reopened as soon as possible, ensuring no delay. He has also given clear instructions to begin road patchwork immediately after the rains stop. He also urged that damaged power and water lines be repaired promptly. Honorable Chief Minister Pushkar Singh Dhami directed the Secretary of Disaster Management on Saturday morning to coordinate with districts and departments to restore normal life in disaster-affected areas as quickly as possible. Until the situation returns to normal, the availability of essential commodities for people’s daily needs should be ensured in the affected areas.

Chief Secretary’s Instructions: Heads of Departments to Conduct Field Visits Starting Next Week

Secretary of Disaster Management and Rehabilitation Vinod Kumar Suman stated that Chief Secretary Anand Bardhan has directed that all department heads conduct field visits starting next week to assess the damage caused by the disaster and review the reconstruction work. In the first week, department heads will personally visit and stay in the district for two days. Following the HOD in the second week, the second senior officer, and in the third week, the third senior officer, will conduct field visits. All department heads will also meet with the District Magistrates in the districts to coordinate and expedite departmental work. Any problems encountered will be resolved immediately by talking to the District Magistrate. The District Magistrate will also inform the HOD of any departmental issues, and work will be expedited by resolving them.
District Magistrates to Lead PDNA Teams in Districts
Dehradun. The PDNA process is beginning on Wednesday to assess post-disaster needs. Secretary, Disaster Management and Rehabilitation, Vinod Kumar Suman, stated that a Government of India team will arrive in Uttarakhand on Wednesday for the PDNA. Four teams have been formed for the PDNA, which will visit each district and conduct a realistic assessment of the damage. The District Magistrate will lead the team at the district level, with the HOD serving as the nodal officer. This team comprises some officers nominated by the District Magistrate and others by the HOD. He explained that PDNA will be conducted for each scheme, and a proposal will be submitted to the Government of India accordingly. The team includes people from all departments.
