UKSSSC Paper Leak Case: Protesters Reject Dehradun Administration’s Proposal, Will Continue Protest

Dehradun: Unemployed youth are on the path of protest demanding a CBI investigation into the paper leak incident in the graduate-level recruitment examination held on Sunday, September 21st. Youth are staging protests across the state, with the capital Dehradun as the main center. Youth have been protesting on the roadside outside Dehradun’s Parade Ground for the past four days. Hundreds of youth have been standing here throughout the day to press for their demands.

Protesting Youth Reject DM, SSP’s Proposal: Dehradun District Magistrate Savin Bansal and SSP Ajay Singh arrived at the protest site today to pacify the protesting youth following the paper leak incident. They spoke with the officials of the Unemployed Association and appealed to them to end the protest. However, the unemployed youth rejected the district administration’s proposal and decided to continue the protest.

The future of the students is our top priority. We tried to explain to the protesting youth that, based on all the inputs received in this case, the investigating agencies conducted a preliminary investigation and took strict action against the accused. The protesting youth are also a part of our society. Naturally, the administration, the state government, and the Chief Minister are sensitive to the future of the youth.

Claim of providing jobs to 25,000 youth: DM Savin Bansal said that in the last four years, due to the efforts of the state government, 25,000 youth have been given government jobs. All these appointments were made with fairness and transparency. This symbolizes that the state government is making the dreams of the youth come true. Furthermore, the state government implemented an anti-cheating law to curb the cheating mafia. Uttarakhand became the first state to implement an anti-cheating law.

SIT formed to investigate paper leak: The District Magistrate said that efforts have also been made to make the students understand that the investigating agencies have not limited the investigation only to the Haridwar center where the exam paper was leaked. In fact, the scope of the investigation has been expanded to examination centers across the state. A Special Investigation Team (SIT) has been formed to investigate the Uttarakhand paper leak case.   • On September 21st, the UKSSSC conducted an examination for 416 graduate-level positions, including Assistant Review Officers, Patwaris, Lekhpals, and Village Development/Panchayat Officers.
  • During the examination itself, some pages of the question paper were leaked on social media.
  • ​​On September 20th, a day before the examination, Dehradun Police and the Uttarakhand Special Task Force (STF) jointly arrested cheating mafia Hakam Singh and his associate Pankaj Gaur.
  • On September 24th, Uttarakhand Police arrested Khalid Malik, the mastermind of the paper leak, from Haridwar.
  • Khalid Malik explained how he leaked the paper.
  • On September 24th, CM Dhami stated, “Cheating jihad is being launched to incite the youth. I want to tell all those cheating mafias and jihadis that we will not rest until the cheating mafia is destroyed.” • On September 25, the state government formed a Special Investigation Team (SIT) headed by ASP Jaya Baluni to thoroughly investigate the matter. The team was directed to submit its report within a month.
  • A sector magistrate and an assistant professor were suspended on suspicion of involvement in the paper leak. Action was also taken against a sub-inspector and a constable.
  • On September 25, CM Dhami said, “I wouldn’t call this a paper leak; you can call it a case of cheating.”
  • Students and youth continue to protest in various parts of Uttarakhand. The Congress is supporting them. Students say that those arrested are mere pawns. The real masterminds are still absconding, so they are demanding a CBI investigation into the matter.
