Dehradun: A cabinet meeting was held at the Secretariat on Wednesday under the chairmanship of Chief Minister Pushkar Singh Dhami. Cabinet ministers Ganesh Joshi and Saurabh Bahuguna, along with other ministers, were present. Satpal Maharaj and Dhan Singh Rawat joined the meeting virtually. During the meeting, the cabinet observed a two-minute silence to pay tribute to Diwakar Bhatt, a senior agitator and former cabinet minister who played a key role in the Uttarakhand statehood movement. The cabinet also remembered Bhatt’s contributions to the state’s formation and development. Following this, important proposals from various departments were discussed during the meeting.
Dhami Cabinet Meeting Concludes, 7 Proposals Approved: The cabinet meeting held at the Secretariat under the chairmanship of Chief Minister Pushkar Singh Dhami has concluded. Cabinet ministers Ganesh Joshi and Saurabh Bahuguna were present. Seven proposals were approved during the cabinet meeting.
Important resolutions from the Cabinet meeting:
- Approval was given to table the accounts of the Department of Environmental Protection and Climate Change in the Legislative Assembly.
- Approval was given to restructure the prosecution cadre structure. Approval was given to create 46 additional posts of Assistant Prosecution Officer.
- Approval was given to table the Annual Financial Report of the Energy Department for 2022-23 in the Legislative Assembly.
- Women employees in state shops and institutions will now be able to work night shifts, from 9 pm to 6 am. Safety provisions will be put in place for this. However, women will need to provide written consent.
- Amendments to Sections 1(2), 8, 9, and 19 of the Uttarakhand Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017, through the Uttarakhand Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Ordinance, 2025, were approved.
- A proposal was proposed to inform the Cabinet of the suggestions made by the Ministry of Housing and Urban Development, Government of India, and to seek guidance on the proposed Metro Neo project in Dehradun city.
- Amendments to the Human-Wildlife Conflict Relief Distribution Fund Rules, 2025 were approved.
In view of the increasing incidents of human-wildlife conflict, the Cabinet has decided to provide an amount of ₹10 lakh to the families of those killed in these attacks. The ex-gratia amount has been increased from ₹6 lakh. The government will bear the entire expenses of those injured in these attacks.
The Dhami government has granted women employees in the state’s shops and institutions the conditional exemption to work night shifts (9:00 p.m. to 6:00 a.m.), with adequate safety provisions. This will provide women employees with more opportunities and promote their economic empowerment. Women workers can be employed in night shifts only if their prior written consent is obtained. This will provide women workers with equal opportunities to work as male workers and will also promote gender equality.
In addition, through the Uttarakhand Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Ordinance, 2025, amendments are being made to Sections 1(2), 8, 9, and 19 of the Uttarakhand Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017. According to the government, these amendments will not impose additional burdens on small establishments and will enable them to continue their economic activities smoothly. Workers in large establishments will receive all the benefits under the law. The government believes this will encourage investment, bring flexibility to working hours in shops and establishments, and reduce administrative burden. Furthermore, this will increase the efficiency of shops and establishments and provide employees with more opportunities to work, resulting in improved economic performance.
Continuing with the resolution passed in agenda point number 34/3 of the 34th Board Meeting of the Uttarakhand Metro Rail and Urban Infrastructure and Building Construction Corporation regarding the proposed Metro Neo project in Dehradun city, a proposal has been proposed to apprise the Honorable Cabinet of the advice and suggestions provided by the Ministry of Housing and Urban Development, Government of India, and seek guidance on the proposed Metro Neo project in Dehradun city. The Dhami Cabinet has also postponed two proposals related to the Uttarakhand Education Department, directing them to re-examine them.
