Dehradun: All government primary and secondary schools should be equipped with girls’ toilets by March 8, 2026. A work plan for the cleaning and maintenance of toilets in schools should be submitted soon. All Anganwadi centers across the state should be developed on the lines of model Anganwadi centers. 100% e-office system should be implemented in all departments and their district-level offices. These instructions were given by Chief Secretary Anand Vardhan to the concerned officials during a meeting of the Secretaries’ Committee at the Secretariat. District Magistrates also joined the meeting via video conferencing.
The Chief Secretary said that all government schools across the state should be equipped with girls’ toilets soon. He said that most schools have toilets, but due to the lack of arrangements for their cleaning and maintenance, these toilets are not being used. He instructed the Education Department to prepare a work plan to ensure the availability of toilets and their proper maintenance in all government schools across the state.
The Chief Secretary also emphasized organizing 2 to 3-day tours of the state’s tourist destinations for students in schools. He said that this would give children an opportunity to learn about their state and its unique features.
The Chief Secretary instructed that all Anganwadi centers in the state should be equipped with all necessary facilities. He said that the CSR funds for the financial year 2026-27 should be fully utilized for Anganwadi centers. He emphasized the need for universities and colleges to adopt Anganwadi centers in their surrounding areas. He also suggested that new Anganwadi centers should be established near schools. He said that this would reduce the gap between Anganwadi centers and schools and help in fulfilling the basic objectives of Anganwadi centers.
The Chief Secretary instructed the Sports Department to prepare a work plan soon for the maximum utilization of its existing infrastructure throughout the year. He also spoke about the early establishment of a Sports University. He said that we need to set big goals and prepare well in advance. For Uttarakhand players to participate in the 2036 Olympic Games, we need to identify future players from now on. He said that we need to plan which age group of children should be trained for which sport over the next 10 years to prepare them for 2036. For this, he instructed that 1000-1500 children should be identified and trained through competitions. The Chief Secretary asked the District Magistrates to identify the most popular sport in their respective districts and designate it as “One District One Sport.”
The Chief Secretary instructed all secretaries to implement a 100% e-office system in their subordinate departments and their district-level offices. He said that many departments, including the Home Department and some others, have fully implemented the e-office system. He asked the ITDA to continuously work towards implementing e-office in all departments. He also instructed that Aadhaar ID-based biometric attendance should be implemented across the state, linking it to the salary (IFMS system). He instructed the ITDA to prepare a mechanism for this soon.
The Chief Secretary also instructed the Secretary of Tourism to identify 5-7 destinations in the state for the “One State One Global Destination” initiative. He asked all districts to share their list of best tourist destinations with the Secretary of Tourism soon. He said that districts should also identify “One District One Festival” to promote their unique festivals.
On this occasion, Principal Secretary R. Meenakshi Sundaram, Prashant Joshi, Special Principal Secretary Amit Sinha, Secretaries Shailesh Bagoli, Sachin Kurve, Dr. Pankaj Kumar Pandey, Dr. Ranjit Kumar Sinha, Chandresh Kumar Yadav, Brijesh Kumar Sant, Deepak Rawat, Vinay Shankar Pandey, Vinod Kumar Suman, C. Ravishankar, Ranveer Singh Chauhan and Dhiraj Singh Garbyal, along with other senior officers and District Magistrates from the districts, were present.
