A campaign should be launched to resolve cases related to Sections 34 and 143: Chairman, Revenue Council

Dehradun: Chief Secretary and Chairman, Revenue Council, Anand Bardhan, reviewed revenue cases with District Magistrates in the Revenue Council auditorium on Saturday. The Chief Secretary stated that cases pending for more than a year related to Sections 34 and 143 should be resolved within the next three months.

The Chief Secretary directed all District Magistrates to take immediate departmental action against serious irregularities in cases related to Sections 34 and 143. He also directed the Tehsildar, Vikas Nagar, to issue a show-cause notice for the slow pace of case resolution. He urged that no laxity be shown in the disposal of cases.

The Chief Secretary has directed the implementation of the online mutation process in all districts. He stated that the RCMS portal will be fully operational soon. This will enable the mutation process to be completed immediately upon registration. The Chief Secretary directed the District Magistrates to implement e-office services at Tehsil headquarters and SDM offices as soon as possible. He stated that network and hardware should be made available immediately where they are unavailable.

The Chief Secretary expressed displeasure over the delay in releases from districts despite personnel being transferred to the districts. He stated that all transferred personnel should be relieved immediately after the meeting, and the districts should inform him by providing release certificates by this evening.

The Chief Secretary directed that meetings of committees related to revenue collections be held regularly. He also directed the Commissioners of both divisions to review revenue litigation and revenue collection matters in their monthly meetings. He also directed that meetings of the Revenue Realization Committee, Forest, Commerce, Registration, and RCS be held regularly.

The Chief Secretary also directed that assessments of Patwari posts and Tehsil buildings damaged by the disaster be sent promptly. He said that the process of promotion of personnel eligible for promotion posts should be completed soon, so that the posts of Patwari, Kanungo, Naib Tehsildar etc. can be filled soon and disposal of cases can be expedited.

The Chief Secretary directed the District Magistrates that the time limit for issuance of all certificates under the Right to Service should be mandatorily displayed in front of the concerned offices, so that the applicants can get information about when the certificates applied for by them will be available.

On this occasion, Secretary and Commissioner Revenue Council Mrs. Ranjana Rajguru along with District Magistrates and Commissioner Kumaon Deepak Rawat from the districts were present through video conferencing.
