Dehradun: Officers and employees in government departments of Uttarakhand will now neither be able to come nor go arbitrarily. In fact, a meeting of the Secretary Committee was held in the Secretariat on Tuesday under the chairmanship of Chief Secretary Anand Vardhan. In the meeting, the Chief Secretary (CS) directed all the departments that from May 1, 2025, the attendance of officers and employees in the departments will be done compulsorily through biometrics. For this, biometric facility should be arranged in all departments. Along with this, the CS has instructed all the officers in this regard that it will be mandatory to give information about their immovable properties annually. Because at the time of promotion it will be seen whether the details of immovable property have been given by the personnel or not.
During the meeting, the CS directed all the departments to prepare a list of important and priority schemes in public interest and state interest from the departments. So that funds can be arranged for the schemes related to public interest. Also, action can be taken for the approval of those schemes. CS has instructed all the departmental officers in this regard to provide the list of schemes to the Planning Department and the Chief Secretary’s Office. The Chief Secretary has also instructed to review the projects costing more than one crore through the PM Gatishakti Portal. For this, all the departments have been asked to make necessary preparations. In future, the EFC to be held under the chairmanship of the Chief Secretary will be done through the PM Gatishakti Portal. Departmental secretaries have also been instructed to get the departmental EFC done through the PM Gatishakti Portal.
Instructions to prepare e-DPR
Along with this, he instructed to prepare the detailed project report (DPR) to be prepared by all the departments in the form of e-DPR. He also said that this will speed up the implementation of the schemes. Work is being done to prepare e-DPR in some states. While studying it through NIC, arrangements should be made to prepare e-DPR for the projects in future. Along with this, all the departmental secretaries should conduct a detailed inspection of the sections at least once a year on the basis of the instructions given by the Secretariat Administration Department.
Departments will upload the details of the assets on the portal
Instructions have been given to conduct similar inspections by the Additional Secretaries, Joint Secretaries, Deputy Secretaries and Under Secretaries on the basis of roster. In the meeting, all the officers have been instructed to prepare an annual work plan for all types of work related to their department. So that all types of departmental work can be completed on time and delays can be avoided. The Chief Secretary has instructed all the departments to prepare a list of their respective assets and upload it on the portal created for this. However, the list of their departmental assets was first uploaded by all the departments on the Government Assets Inventory. But all the departments were instructed to upload the list of their respective assets on this portal. IAS will give details of immovable property
It will be mandatory for All India Service officers to give details of immovable property while giving information about annual confidential entry. During the meeting, it was brought to notice that many departmental officers are not providing their annual immovable property details to their departments on time. Instructions have been given to make arrangements to make it mandatory to declare details of immovable property while giving details about annual confidential report. At the time of promotion, it will be seen whether the details of immovable property have been given by the personnel or not.
The need for a state museum in Dehradun was stated in the meeting. Instructions were given to submit proposals for this. Instructions have been given to make an action plan for maximum use of the Himalayan Cultural Center located in Kolagarh. Instructions were given to place all types of cultural groups registered in the Culture Department in category A, B, C etc. in a transparent and fair manner by making them compete with each other. So that they can be used as per requirement.
