Dehradun: The work and management of the sections in the Uttarakhand Secretariat are always in the headlines. This is because these sections are the most important part of the Secretariat, handling the filing process. Perhaps this is why the Chief Secretary has issued guidelines regarding the sections. So that the system here can be streamlined.
A system for inspection of sections has been established under the Secretariat Manual in the state, but the situation is that no significant efforts are visible regarding inspections. In this regard, the Chief Secretary has issued an order in this regard, reminding all officers and employees of this Secretariat rule. The government has now directed strict enforcement of this system.
According to the rules, the Chief Secretary can inspect any section once a year with one month’s prior notice. The departmental Principal Secretary or Secretary will inspect 25 percent of their department’s sections, and Additional Secretaries will inspect 30 percent of their department’s sections annually. The Principal Secretary and Secretary will prepare an inspection calendar in August each year and send it to the Chief Secretary and the Secretariat Administration Department, clearly indicating which section will be inspected on which date.
The rules also state that Additional Secretaries will inspect sections under their control every six months, while Joint Secretaries, Deputy Secretaries, and Under Secretaries will inspect once every three months. Section officers will inspect their sections every month. In addition, there is a provision for surprise inspections.
During the inspection, file maintenance, recording, weeding, cleanliness, and seating arrangements will also be reviewed. Immediate action will be taken on the inspection report. A compliance report will be submitted to the Principal Secretary and Secretary within 15 days. The inspecting officer will be responsible for periodically informing senior officials about the progress of compliance or any difficulties encountered.
In this regard, the Secretariat Association stated that the association had requested this arrangement for sections. They had also demanded improvements in the Secretariat. Association President Sunil Lakhera stated that many facilities are being added to the Secretariat. Meanwhile, General Secretary Rakesh Joshi stated that the employees welcome the arrangements for inspection of sections. He added that the association is also making efforts to improve other facilities in the Secretariat, including parking.
