Dehradun: The Uttarakhand Revenue Council has prepared six web portals related to the departmental work of the Revenue Department. Chief Minister Dhami launched these portals on Saturday. These six web portals include e-Bhulekh (updated version), Bhunaksha, Bhulekh Ansh, Bhu-Anumati, Agri Loan, and e-Recovery Portal (e-RCS portal). This will now make the services of the Revenue Department available to the public online, including the facility of online verified land records (Khatauni).
In fact, under the e-Bhulekh portal, services related to land records, especially Khatauni, can now be obtained online from home as a verified copy, by paying the prescribed fee online through a payment gateway, instead of having to visit the Tehsil office. Previously, people had to go to the Tehsil to obtain a certified copy of the Khatauni, which resulted in extra consumption of time and resources. Now, this facility is completely available online.
Under the Bhulekh Ansh portal, a separate database is being prepared to determine the individual shares of account holders and co-account holders recorded in joint holdings and consolidated accounts in the state’s land records. This will pave the way for the creation of a farmer registry for the farmers of the state.
In this process, the caste, gender, and identification number of the account holders in the land records are also being compiled, which will enable the creation of an integrated database of land records in the future. Under the Bhu-Anumati portal, the process of obtaining permission for land use/land work for industrial and agricultural purposes in the state has been made completely online. Through this portal, the permission for land purchase for agriculture and horticulture in Haridwar and Udham Singh Nagar districts of the state has been completely digitized as per the land laws.
Under the Agri Loan portal, the process of obtaining permission for land use/land work for industrial and agricultural purposes in the state has been made completely online. The process for farmers to obtain loans from banks against their land for agriculture and related activities has also been made completely online. Now, farmers or landowners can apply for loans through the portal. After loan repayment, the charge will be automatically removed upon issuance of a No Objection Certificate (NOC) by the bank.
Through the e-recovery portal, the revenue collection process has been made completely digital, allowing banks or relevant departments to send cases for recovery from their defaulters to the Collector online. The entire recovery process can be tracked at every stage. Additionally, the land map (cadastral map) is now available for free viewing in the public domain under the land map portal.
Chief Minister Dhami said that in accordance with Prime Minister Narendra Modi’s vision, maximum convenience is being provided to the common people through science, IT, and AI. He said that the launch of these web portals will provide great relief to citizens. Their lives will become simpler, and they will not have to visit offices repeatedly, saving them time. The state government is working with the resolve of simplification, solution, and resolution. The online availability of new revenue-related services under Digital India is a significant step.
CM Dhami said that this will not only bring transparency to administrative work but will also allow citizens to avail themselves of other revenue-related services, including land records, from the comfort of their homes. Services related to land records, primarily the land register (Khatauni), can now be obtained as a verified copy online through mobile or internet, with online payment, instead of having to visit the Tehsil office. The process for obtaining land use/land work permission for industrial and agricultural purposes in the state has been made completely online. Additionally, the land map (cadastral map) is now available for free viewing in the public domain.
CM Dhami said that the new version of the 6 web applications has been upgraded using modern technologies in line with the spirit of Digital India, the goals of developed India and developed Uttarakhand, and the demands of the times. This initiative will increase administrative transparency and citizen convenience. This will promote both ease of doing business and ease of living.
