Dehradun: Chief Minister Pushkar Singh Dhami administered the oath of the Preamble to the Constitution of India and released the Prosecution Department’s magazine at a program organized at the Police Lines in Dehradun on Wednesday on the occasion of Constitution Day. On this occasion, he extended his best wishes to everyone on Constitution and Law Day and also paid tribute to Dr. Bhimrao Ambedkar. During the program, the Chief Minister announced that financial assistance would be provided to the Prosecution Department for the widespread dissemination of new criminal laws. The department will also receive assistance for digitization work. A system will be established to award awards for outstanding work in the Prosecution Department. Training in various dialects spoken in the state will be provided to Prosecution Department officials.
The Chief Minister stated that the Prosecution Service is an important pillar of our judicial system, working to establish truth and ensure transparency and effectiveness in the judicial process. He said that November 26, 1949, will always be recorded as a golden chapter in India’s history. It was on this day that the Constituent Assembly of India formally adopted the Indian Constitution. Celebrating November 26 as Law Day was initiated in 1979 by the efforts of the late eminent jurist Dr. Lakshmi Mall Singhvi and the Supreme Court Bar Association. In 2015, Prime Minister Narendra Modi paid true tribute to all our Constitution makers by deciding to celebrate November 26 as a national festival, “Constitution Day.”
The Chief Minister said that under the Prime Minister’s leadership, many historic steps are being taken to make our judicial system modern, strong, transparent, and citizen-centric. Historic work has been done to implement the Indian Judicial Code 2023, the Indian Civil Defense Code 2023, and the Indian Evidence Act 2023, as per current circumstances. Extensive efforts are being made to provide accessible, simple, and timely justice to the people. Initiatives such as the e-Courts Project, the National Judicial Data Grid, Fast Track Special Courts, Speedy Justice Mechanism for Women and Child Crimes, the Mediation Bill, teleconferencing hearings, and digital case management systems are all revolutionizing the justice system, making it more transparent, speedy, and accessible. New laws recognize electronic and digital records as evidence, making the investigation and prosecution process more reliable, scientific, and authentic than before.
The Chief Minister stated that the state government is continuously working to strengthen the judicial system in the state. New court buildings are being constructed and existing structures are being strengthened to modernize the judicial system. Digital courts, e-filing, and virtual hearing systems are being further strengthened. Continuous efforts are being made to improve the quality of legal education and provide mentorship to young lawyers, as well as to create a safe and conducive environment for women lawyers. Several landmark decisions have been taken, including the implementation of strict anti-cheating laws and the UCC.
MLA Vinod Chamoli, Home Secretary Shailesh Bagoli, Director General of Police Deepam Seth, Director of Prosecution A.P. Anshuman, and officials from the police and prosecution departments were present on the occasion.
