Dehradun: Secretary Committee meeting was held in the Secretariat under the chairmanship of Chief Secretary Shri Anand Bardhan. During the meeting, the Chief Secretary discussed the problems and issues of the employees of the state government along with the schemes related to the state and public interest and gave various guidelines.

All DPRs should be prepared through e-DPR module: Chief Secretary

The Chief Secretary directed all the secretaries to implement the e-DPR module for the work to be done under their departments. He said that the activity from preparing the DPR through e-DPR to reaching the government should be done through e-DPR. He said that the implementation and monitoring of e-DPR should be done 100% online.

Service book data of every employee should be updated

The Chief Secretary directed that the service book data of all the employees should be updated through UKPFMS. He said that the digitization of IFMS data should be done soon. For this, there is also a need to strengthen the IFMS mechanism. He has also instructed all the department heads to continuously update the GPF related data of Class IV employees and drivers.

The Chief Secretary instructed that in all departments, promotion of eligible employees in the selection year should be done on 1st July in relation to the vacant posts, so that the employees do not lose the year in promotion. He said that the employees should not suffer due to the negligence of the department.

E-office and biometrics should be implemented 100 percent in departments and districts

The Chief Secretary reiterated the instructions to all the secretaries to implement 100 percent e-office under their respective departments soon. He has also instructed the district level offices to shift to e-office soon. Along with this, instructions have also been given to implement 100 percent biometric attendance in the departments.

Video conferencing with District Magistrates only on Friday evening

The Chief Secretary said that various departments keep the District Magistrates unnecessarily busy by organizing video conferencing at different times on different days. Friday evening has been fixed as the time to resolve this problem and keep the District Magistrates free for other important works. He said that apart from special circumstances, the departments which have to hold meetings with the District Magistrates can present their views in the meeting to be held with the District Magistrates every Friday evening. He said that the agenda points of their meetings should be shared with the District Magistrates in advance.

IAS officers should adopt their first appointment work places soon

The Chief Secretary directed to expedite the process of adoption of work places (development block, tehsil and district headquarters) of first, second and third appointment by the Indian Administrative Service officers soon. He has also directed all the officers to regularly review the flagship schemes of the Central and State Government under their departments.

Meenakshi Sundaram, Secretary, Mr. Shailesh Bagauli, Mr. Nitesh Kumar Jha, Mrs. Radhika Jha, Mr. Sachin Kurve, Mr. Dilip Jawalkar, Dr. Pankaj Kumar Pandey, Dr. Ranjit Kumar Sinha, Mr. Chandresh Kumar Yadav, Dr. Neeraj Khairwal, Mr. Vinay Shankar Pandey, Mr. Dipendra Kumar Chaudhary, Dr. Surendra Narayan Pandey, Mr. Vinod Kumar Suman, Mr. Ranveer Singh Chauhan and Dhiraj Singh Garbyal along with other senior officers were present.
