Suspense over Uttarakhand DGP, Abhinav Kumar out of UPSC panel, now discussion on these names intensifies

Dehradun: A big update has come regarding the appointment of Uttarakhand DGP. Abhinav Kumar’s name is not included in the UPSC panel. Home Secretary Shailesh Bagauli has confirmed this. Abhinav Kumar is working as acting DGP in Uttarakhand, due to which it was expected that his name would be given priority as the permanent DGP in the state. The special thing is that on September 30, UPSC had conducted DPC in Delhi, in which Abhinav Kumar’s name was also included in the names of 7 senior IPS officers sent from Uttarakhand. Dhami government had given the responsibility of acting Director General of Police to Abhinav Kumar, so he was also the first choice of the government, but UPSC refused to put Abhinav Kumar’s name in the panel.

Uttar Pradesh cadre became an obstacle for Abhinav Kumar

UPSC had conducted DPC in Delhi, in which Uttarakhand Chief Secretary Radha Raturi was also included. The Uttarakhand government had sent Abhinav Kumar’s name to the panel, so the matter was also raised in the UPSC meeting to consider his name, but due to being a Uttar Pradesh cadre, UPSC did not approve Abhinav Kumar’s name and due to this the names of the remaining three senior IPS were sent to the panel.

Deepam Seth, PVK Prasad and Amit Sinha’s names included in the race for DGP

Now the Uttarakhand government has to choose one of these three IPS officers for the post of DGP. The three names sent by UPSC in the panel for the post of DGP include Deepam Seth, PVK Prasad and Amit Sinha. Deepam Seth is currently on central deputation. PVK Prasad is working as ADG in the state and Amit Singh is handling the responsibility of Special Principal Secretary Sports. Along with this, he also has the responsibility of admin in the police headquarters.

Dhami government will take final decision on one name

As per the prescribed procedure, now the government has to take a final decision on one name from the panel sent by UPSC. According to the rule, now one of these three IPS officers will have to be made DGP. At present, on the recommendation of UPSC, the government is considering the test and all the legal aspects and further decision will be taken on this basis. It is believed that the state can also write a letter to UPSC for review of the names sent. However, after the decision of UPSC, now there is less possibility of any amendment on it.

Abhinav Kumar’s name has been dropped from the UPSC panel. Acting Director General of Police Abhinav Kumar’s name is included in the list of Uttar Pradesh cadre, whereas he has been working in the state since the formation of Uttarakhand. The High Court has also given a stay order on Abhinav Kumar’s petition regarding cadre allocation to allow him to continue working in Uttarakhand.
