Dehradun: Uniform Civil Code i.e. UCC has come into force in Uttarakhand. Chief Minister Pushkar Singh Dhami has launched the UCC manual and portal today on Monday 27 January 2025. In such a situation, now the Uniform Civil Code has become effective in the state of Uttarakhand. After the implementation of Uniform Civil Code, Uttarakhand has become the first state in the country where UCC has been implemented. In such a situation, all the processes including marriage registration, divorce registration, will, will be done as per the provision given in the UCC manual. Along with this, Chief Minister Dhami has announced that today will be celebrated as Uniform Civil Code in the state.

The Chief Secretary has also handed over the first certificate to the CM. Apart from this, certificates have also been given to 5 heroes / heroines. Whose names are- Nikita Negi Rawat, Manoj Rawat, Anjana Rawat, Meenakshi and Anjali.
UCC implemented in Uttarakhand:
Today, on Monday 27 January, a program was organized at the Mukhya Sevak Sadan located at the Chief Minister’s residence of Uttarakhand to launch the UCC manual and portal. Where Chief Minister Pushkar Singh Dhami inaugurated the UCC manual and portal. In such a situation, after the launch of the UCC manual and portal, the Uniform Civil Code has now been implemented in the state of Uttarakhand. With the implementation of UCC, marriage registration and live-in registration have now become mandatory in the state of Uttarakhand.
UCC will supersede all personal laws
After the implementation of Uniform Civil Code in Uttarakhand, now the UCC Act will supersede all personal laws. That is, if any provision has been given in the UCC Act, then to that extent the personal law or any other law has become ineffective. UCC has been implemented in their place. Actually, the rules that have been made have been made according to the Act. In such a situation, the power to dilute any provision of the Act does not exist in the rule making process, i.e. the Act will always supersede.
The Chairman of the committee constituted to prepare the UCC rules and former Chief Secretary Shatrughan Singh said that-
Several studies were conducted to prepare the rules. Under which information was obtained by reading all the reports including the Law Commission report. Three members of the committee had toured the entire state. They also took suggestions by talking to the people. Also, a provision has been made in the rules that action should be taken in a time bound manner. Those who have done polygamy before the implementation of the Act have also been given the facility of marriage registration. Emphasis has been laid on creating user friendly processes. Scope – Applicable to the entire state of Uttarakhand, except scheduled tribes, as well as residents of Uttarakhand living outside the state
Authority – To implement UCC, SDM Registrar and Gram Panchayat Development Officer will be the Sub Registrar in rural areas. Whereas in Nagar Panchayat, Nagar Palikas, the concerned SDM will be the Registrar and Executive Officer will be the Sub Registrar
In the Municipal Corporation area, Municipal Commissioner will be the Registrar and Tax Inspector will be the Sub Registrar. In the Cantonment area, the concerned CEO will be the Registrar and Resident Medical Officer or the officer authorized by the CEO will be the Sub Registrar. Above all these will be the Registrar General, who will be a secretary level officer and Inspector General of Registration.
Duties of the Registrar General
If the Registrar is unable to take action within the stipulated time, then the matter will be auto forwarded to the Registrar General. Similarly, an appeal against the order of the Registrar or Sub Registrar can be made to the Registrar General, who will dispose of the appeal within 60 days and issue an order.

Duties of the Sub Registrar
Check all documents and information in 15 days in general and three days in urgent cases, take a decision after seeking clarification from the applicant
Impose penalty for not applying on time or violating rules, and inform the police, and inform parents or guardians if marriage information is not verified
Marriage Registration
Marriages that took place between March 26, 2010, and the date of implementation of the Code, will have to be registered within the next six months
Marriages that take place after the implementation of the Code will have to be registered within 60 days from the date of marriage
Rights of the applicants
If the Sub Registrar does not take action on time, a complaint can be filed online
An appeal can be made to the Registrar within 30 days against the rejection order of the Sub Registrar.

Live-in
The live-in relationship established before the implementation of the code will have to be registered within one month from the date of implementation of the code. Whereas the registration of live-in relationship established after the implementation of the code will have to be done within one month from the date of entry into the live-in relationship.
Live-in termination
One or both partners can end the live-in relationship online or offline. If only one partner applies, the registrar will accept it only on the basis of confirmation from the other.
If the woman becomes pregnant due to live-in, then it is mandatory to inform the registrar. It will have to be updated within 30 days of the birth of the child.
Divorce
While applying for divorce or marriage annulment, details of marriage registration, decree of divorce or marriage annulment, court case number, date of final order, details of children, copy of final order of the court
Will-based succession
The will can be made in three ways. By filling the form on the portal, uploading a handwritten or typed will or uploading a three-minute video of speaking the will.
