UKSSSC Paper Leak: SIT to be investigated under the supervision of retired judge BS Verma, Home Secretary issues order

Dehradun: The Special Investigation Team (SIT) formed to investigate the UKSSSC (Uttarakhand Subordinate Services Selection Commission) paper leak case will investigate the matter under the supervision of retired Uttarakhand High Court judge BS Verma. The Uttarakhand government has appointed former Justice BS Verma as the observer. Home Secretary Shailesh Bagauli has issued orders in this regard.

The order issued by Home Secretary Shailesh Bagauli stated that retired Justice BS Verma will closely monitor the investigation process of the Special Investigation Team (SIT). He will have the authority to visit various districts of the state, address complaints and directly communicate with candidates, and provide guidance to the SIT as needed.

The government has clarified that the investigation will be completely impartial, transparent, and fact-based. The state government constituted a five-member Special Investigation Team (SIT) on September 24, 2025. It will be headed by Dehradun Rural Superintendent of Police Jaya Baluni. The SIT has been tasked with investigating the cheating scandal that has spread throughout Uttarakhand.

Learn about the entire story: On September 21st, the UKSSSC exam was being held across the state. One of the exam centers was Adarsh ​​Bal Sadan Inter College, Bahadurpur Jat, Haridwar. It is alleged that the paper leak occurred from this center, causing widespread uproar across the state.

How did three pages of the paper get out?: Jammers were not installed in three of the 18 rooms at the exam center, Adarsh ​​Bal Sadan Inter College, Bahadurpur Jat, including rooms 9, 17, and 18. It is alleged that the main accused, Khalid, who was also a candidate, left after obtaining permission from the invigilator half an hour after the exam began. The exam began at 11 am. Surprisingly, Khalid took the paper with him.

It is alleged that Khalid went to the washroom, took a few photos of the paper, and sent three pages to his sister, Sabia, who then sent them to Professor Suman. Khalid had previously told Sabia everything. Despite knowing everything about the exam, Sabia sent a photo of the paper to Professor Suman and received the answers.

It is alleged that Suman, instead of informing the police, informed Bobby Panwar, president of the Uttarakhand Swabhiman Morcha. Bobby Panwar made the news viral, causing an uproar across the state.

Police investigated the matter and questioned Professor Suman. Subsequently, they arrested Sabia. Sabia told them about her brother, Khalid. Khalid had fled after the matter came to light. Later, the police arrested Khalid as well. However, the police have not yet recovered Khalid’s mobile phone, which may hold many secrets.
