Union Govt Reshuffles 29 Officers Empaneled In Joint-Secy Level, IAS Deepak Agarwal Made MD, NAFED

The Union Government has lately mandated a reshuffle of 29 senior bureaucrats empanelled in the Joint Secretary rank in the centre.

The transferred bureaucrats are:

  • Ms. Chauhan Santa Chand (1999-batch AGMUT IAS officer) has been appointed as Joint Secretary in the Department of Administrative Reforms & Public Grievances. Her tenure will last five years, until April 25, 2028, or until further orders, whichever comes first. She succeeds NBS Rajput (1999-batch IAS officer).
  • Mr. Deepak Agarwal (2000-batch Uttar Pradesh cadre IAS officer) has been named Managing Director (JS level) of the National Agricultural Cooperative Marketing Federation of India (NAFED) under the Department of Agriculture & Farmers Welfare. His appointment is for five years, effective until October 11, 2027, or until further orders. He replaces Rajbir Singh Panwar (1991-batch IFoS officer).
  • Ms. Rama Shankar Sinha (1995-batch AGMUT cadre IFoS officer) has been appointed Joint Secretary in the Department of Animal Husbandry & Dairying, serving until his superannuation on November 30, 2027, or until further orders. He takes over from OP Chaudhary (1989-batch IFoS officer).
  • Ms. Monalisa Dash (2003-batch IFoS officer) will serve as Joint Secretary in the Ministry of AYUSH for five years, until October 11, 2026, or until further orders, succeeding Bishwajit Kumar Singh (1989-batch IFoS officer).
  • Ms. Kesang Yangzom Sherpa (1995-batch IRS-IT officer) has been appointed Joint Secretary in the Department of Commerce, with a tenure of five years, ending on October 14, 2025, or until further orders. She replaces Ms. Indu C Nair (2001-batch IRAS officer).
  • Mr. Mohit Yadav (2002-batch IFS officer) will serve as Officer on Special Duty (OSD) at the Joint Secretary level in the Department of Commerce for three years or until further orders, succeeding Srikar K Reddy (2001-batch IFS officer).
  • Mr. Premjit Lal (1992-batch ITS officer) has been appointed Executive Director of the India Trade Promotion Organisation (ITPO) under the Department of Commerce, with a tenure until his superannuation on June 30, 2028, or until further orders. He replaces Rajat Agarwal (2003-batch Punjab cadre IAS officer).
  • Mr. Balamurugan D (2005-batch Bihar cadre IAS officer) has been named Joint Secretary in the Ministry of Corporate Affairs for five years, until May 8, 2028, or until further orders. He takes over from Manoj Pandey (1992-batch IRS-IT officer).
  • Ms. Garima Bhagat (1996-batch IRS-IT officer) will serve as Joint Secretary in the Department of Defence Production for five years or until further orders, succeeding Anurag Bajpai (1994-batch IFoS officer).
  • Mr. Niraj Kumar (CSS) has been appointed Joint Secretary in the Ministry of Development of North Eastern Region for five years, or until further orders, replacing Ms. Monalisa Dash (2003-batch IFoS officer).
  • Ms. Manmeet Kaur Nanda (2000-batch West Bengal cadre IAS officer) has been appointed Joint Secretary in the Department of Empowerment of Persons with Disabilities, with an extension of one year beyond November 10, 2024, or until further orders. She succeeds Rajesh Kumar Yadav (1996-batch IAS officer).
  • Rajat Agarwal (2003-batch Punjab cadre IAS officer) has been named Joint Secretary in the Ministry of Environment, Forest & Climate Change for five years, until February 13, 2028, or until further orders.
  • Mr. Ved Prakash Mishra (2004-batch IRS-IT officer) will serve as Joint Secretary in the Ministry of Environment, Forest & Climate Change for five years, until March 31, 2026, or until further orders, having upgraded from a Director position.
  • Ms. C Shikha (2004-batch Karnataka cadre IAS officer) has been appointed Joint Secretary in the Department of Food & Public Distribution for five years, or until further orders, replacing N Gulzar (1999-batch Andhra cadre IAS officer).
  • Officer Sangeet (IDAS:2004) has been appointed Joint Secretary in the Department of Food & Public Distribution for a combined tenure of six years, until March 12, 2025, or until further orders, upgrading from a Director position.
  • Officer Ravi Kumar (IRSME:1992) will serve as Joint Secretary in the Ministry of Heavy Industries for a combined tenure of seven years, until January 10, 2026, or until further orders, succeeding Ms. Mukta Shekhar (IRAS:1994).
  • Officer Raj Kumar (IA&AS:1999) has been appointed Director (Finance) of the Central Reserve Police Force (CRPF) under the Ministry of Home Affairs for five years, or until further orders, replacing Officer Dhananjay Kumar (IDAS:1993).
  • Officer Praveen Kumar Rai (IDAS:2003) will serve as Joint Secretary in the Ministry of Home Affairs for a combined tenure of seven years, until August 16, 2026, or until further orders, succeeding Ashish Kumar (2005-batch Tamil Nadu cadre IAS officer).
  • Mr. Rakesh Kumar Pandey (IDAS:2003) has been appointed Joint Secretary in the Ministry of Home Affairs for a combined tenure of seven years, until May 13, 2025, or until further orders, replacing Shyamal Misra (1996-batch Haryana cadre IAS officer).
  • Mr. Rajesh Gupta (2001-batch IRSEEofficer ) will serve as Joint Secretary in the Ministry of Home Affairs for five years, until April 15, 2026, or until further orders, succeeding IAS Sumant Singh (2003-batch).
  • Mr. Ajoy Sharma (1999-batch Punjab cadre IAS officer) has been appointed Joint Secretary in the Ministry of Labour & Employment for five years or until further orders, having downgraded from the position of Additional Secretary.
  • Mr. Dinesh Mahur (1992-batch ITS officer) has been appointed Joint Secretary in the Ministry of Mines for five years or until his superannuation on December 31, 2029, whichever comes first. He replaces Ms. Veena Kumar Dermal (1998-batch IPoS officer).
  • Mr. P Bala Kiran (2008-batch Kerala cadre IAS officer) will serve as Joint Secretary in the Department of Personnel & Training for five years, until February 28, 2026, or until further orders, succeeding Mr. Rajat Kumar (2005-batch Chattisgarh cadre IAS officer).
  • Mr. Anjan Kumar Mishra (1998-batch IOFS officer) has been appointed Secretary of the Petroleum & Natural Gas Regulatory Board (PNGRB) under the Ministry of Petroleum & Natural Gas for five years, or until further orders, replacing Ms. Vandana Sharma (CSS).
  • Mr. Mukesh Mangal (1992-batch ITS officer) has been appointed Joint Secretary in the Ministry of Ports, Shipping & Waterways for a tenure until his superannuation on November 30, 2028, or until further orders, succeeding Officer Sushil Kumar Singh (IRSME:1993).
  • Ms. Gurneet Tej (2006-batch IAS officer) will serve as Joint Secretary in the Department for Promotion of Industry & Internal Trade for five years, or until further orders, succeeding Mr. Balamurugan D (2005-batch IAS officer).
  • Ms. Abhilasha Jha Misra (2000-batch IRAS officer) has been appointed Member Secretary (JS level) of the National Council for Teacher Education (NCTE) under the Department of School Education & Literacy for four years, or until further orders, replacing Ms. Kesang Yangzom Sherpa (1995-batch IRS-IT officer).
  • Mr. Amit Nirmal (2001-batch ISS officer) has been appointed Joint Secretary in the National Commission for Scheduled Tribes (NCST) under the Ministry of Tribal Affairs for five years, or until further orders, replacing Mr. K Touthang (CSS).
  • Ms. Bhavna Saxena (1996-batch IPS officer) has been appointed CEO of the Central Adoption Resource Authority (CARA) under the Ministry of Women & Child Development for a tenure of five years, until February 15, 2027, or until further orders.
