Uttarakhand Government has given instructions to all departments to issue permanent orders of eligible personnel without any delay.

Dehradun: The Government has given instructions to all departments to ensure proper compliance of the Permanent Rules, 2002 in the cases of permanentization of government servants of the state and to issue permanent orders of eligible personnel without any delay.

In this regard, Secretary Personnel Shailesh Bagoli has issued a government order and directed all Principal Secretaries, Secretaries, Heads of Departments, Heads of Offices, Divisional Commissioners and District Magistrates to ensure that permanent orders of all such personnel working in the departments under their control, who have completed probation and whose probation has not been extended, who have fulfilled all the necessary eligibility mentioned in the Permanent Rules, 2002, are issued in a timely manner, without unnecessary delay, after completion of the probation period. It has also been instructed in the government order that the cases of those personnel who have been given departmental promotion earlier, but no clear order has been issued regarding their permanentization, should be reviewed immediately and permanentization orders should be issued as per rules.

Secretary Personnel Shailesh Bagoli has said that even after completing the prescribed probation period of service and getting promotion to higher posts in the departmental cadre, facts have come to the notice of the government that various departments have not issued formal orders regarding permanentization of personnel. Due to non-issuance of proper permanentization orders, difficulties are arising in service-combination, salary protection, pension-benefits etc. of the concerned personnel and a situation of legal dispute is being created. This is against the spirit of lawful and disciplined public administration. In view of which, it is necessary to pay special attention to proper compliance of the Permanentization Rules, 2002 of the State Government Servants and timely issuance of permanentization orders.
