Uttarakhand: Officer replied in Hindi, High Court asked questions! No knowledge of English, how will he handle the executive post?

Nainital: On July 18, the Uttarakhand High Court heard the PIL filed regarding the inclusion of names of outsiders in the voter list of Budhlakot Gram Sabha of Nainital. In this case, the Election Commission has also given its reply in the court, but the court was not satisfied with the report of the Election Commission. The division bench of Chief Justice G Narendra and Justice Alok Mehra expressed its displeasure and asked the ADM to appear in the court.

In fact, the answers to the questions asked by the Uttarakhand High Court to the Election Commission were given in Hindi, on which the court has questioned an ADM level officer for not knowing English. The court said that can an officer who does not know English effectively control an executive post. How does he comply with the orders of the High Court, when he does not know the English language. The Uttarakhand High Court has sought a reply from the State Election Commissioner and Chief Secretary in this regard.

The court has asked him whether an officer who does not have knowledge of English can effectively perform an executive post? Let us tell you that at present the concerned ADM is the Election Registration Officer of Nainital. The court has asked the State Election Commissioner and the Chief Secretary to appear through video conferencing on Monday, July 28 and answer it.

Let us tell you that this situation arose during the hearing of the PIL. The petition has been filed regarding the inclusion of the names of outsiders in the voter list of Panchayat elections in Budhlakote Gram Sabha of Nainital district, in which it is said that the State Election Commission has included the names of outsiders in the voter list going against the rules, on complaining about which the Commission admitted that the names of twenty people were wrongly included in the list, which were removed.

However, opposing this, it was said on behalf of the petitioner that still the names of 52 people are wrong in the voter list, most of whom are from the state of Odisha. Hearing this, the court asked the Commission that if there is any record of the certificates on the basis of which the voter list was prepared, then present it. But the commission failed to prove it, on which the court expressed its displeasure and asked the concerned officer to appear in court. The court asked him questions in English but he failed to answer them and kept giving his arguments in Hindi. On which the court expressed its displeasure and made this comment.
