Dehradun: In the meeting of the Chief Secretary to determine the quota of compulsory transfer of government employees, it was decided that as many teachers and employees will be taken from mountains i.e. difficult areas as will be taken from plains to difficult areas. This time the quota for transfers was not decided. How many teachers and employees will be transferred during the transfer session is left to the discretion of the departments.
On Wednesday, a meeting was held in the State Secretariat under the chairmanship of Chief Secretary Radha Raturi. Administrative secretaries and officers of various departments were present in this meeting of the Personnel and Vigilance Department. The Chief Secretary took opinion from all the departmental officers during the transfer session. According to official sources, the Personnel Department informed that there is no provision for determining the quota of transfers in the Transfer Act. But after the implementation of the Act, 10 percent transfers were done initially to establish balance in the deployment of employees. After the zero session during the Covid period, it was increased to 15 percent. During the last session, 15 percent transfers were done.
In this way, 65 percent transfers have been done so far. According to sources, it was decided in the meeting that the departments will decide the number of transfers at their own level, but the condition will be that as many employees-teachers will be sent from easy to inaccessible areas, the same number of employees will come from the mountains to the plains. Apart from compulsory transfers, the subject of transfers on request was discussed. Transfers are demanded due to various serious diseases.
Such transfers take place under Section 27 of the Transfer Act. The committee constituted under the chairmanship of the Chief Secretary recommends such transfers and transfers take place after the approval of the Chief Minister. In the meeting, there was also brainstorming on the subject of transfers under Section 27.
Exemption to single parent from compulsory transfers
In the meeting, there was consensus on exemption of single parent from compulsory transfers. Employee organizations were demanding this. State President of Ministerial Federation, Poornanand Nautiyal said that single parents have all the responsibilities of the family. With this decision, they will be able to fulfill their family responsibilities along with their job with full dedication.
