Dehradun: The 2003 voter list for Uttarakhand has been released for the Election Commission’s Special Intensive Revision (SIR), but finding names is difficult. At that time, there were 18 assembly seats across the state that no longer exist. Their names and constituencies changed after delimitation.
The SIR requires matching the 2003 voter list. To verify whether your vote was cast in 2003, the Chief Electoral Officer, Dehradun, has released the 2003 voter list on the website ceo.uk.gov.in. When new-generation voters search for Dharampur and Raipur in Dehradun, Tharali in Chamoli, Chaubattakhal in Pauri, Lalkuan and Bhimtal in Nainital, and Kaladhungi in Udham Singh Nagar, they will not find them. These assembly seats did not exist in 2003.
The first delimitation after the state’s formation took place in 2002, determining 70 Assembly and five Lok Sabha seats. These same seats are also listed in the 2003 voter list. Subsequently, when national delimitation took place in 2008, the number of Uttarakhand Assembly and Lok Sabha seats remained unchanged, but 18 seats ceased to exist. Instead, new names were added. When current voters search for the new names, they will not find these 18 seats in the 2003 voter list.
Changes between 2003 and 2025:
In Chamoli district, there were assembly seats named Nandprayag and Pindar, which are now replaced by Tharali. In Dehradun district, there were seats named Laxman Chowk and Dehradun, which are now Dharampur, Raipur, and Dehradun Cantt. In Haridwar district, there were seats named Iqbalpur, Landhaura, Bahadrabad, and Laldhang; these have now been replaced by BHEL Ranipur, Jwalapur, Jhabreda, Piran Kaliyar, Khanpur, and Haridwar Rural. In Pauri district, there were seats named Dhumakot, Bironkhal, and Thalisain; these have now been replaced by Chaubattakhal. There were seats named Kanalichhina in Pithoragarh and Bhikiyasain in Almora, which no longer exist. There were seats named Mukteshwar and Dhari in Nainital; these now exist as Lalkuan, Bhimtal, and Kaladhungi. In US Nagar, there were seats named Pantnagar-Gadarpur and Rudrapur-Kichha; these have been abolished and replaced by Gadarpur, Rudrapur, Kichha, and Nanakmatta.
