Dehradun: All cities in Uttarakhand will now have uniform standards for their Master Plans. The Housing Department has issued a notification for the Uttarakhand Integrated Zonal Regulations. Until now, the standards for Master Plans were different for hilly and plain areas. After this regulation, all standards for the hilly and plain areas of Uttarakhand have been defined.
These regulations, issued by Principal Secretary Housing R. Meenakshi Sundaram, aim to ensure systematic, sustainable, and disaster-resilient development. Under these rules, access roads have been divided into 15 categories.
These will be the provisions for protected areas in all Master Plans:
– Rivers recorded in revenue records, existing water bodies such as ponds, lakes, drains, and streams will be notified under the conservation use zone in the Master Plan.
– A green buffer will be proposed around them according to the bylaws, in which no construction activity will be permitted. No new construction will be allowed within a 30-meter radius of rivers and lakes.
– No new construction of any kind will be permitted within 100 meters of the boundary of environmentally sensitive areas (excluding existing constructions).
– The regulation of forest land use will be according to the standards and rules determined by the Forest Department.
The standards will be as follows:
R-1 (Built-up area, residential area): For single-family homes, a 7.5-meter road is required in the plains and a 3-meter road in the hilly areas. For existing government quarters, retail shops, etc., a 9-meter road is required in the plains and a 6-meter road in the hilly areas. For banks, ATMs, Anganwadi centers, schools, police stations, religious buildings, public libraries, gymnasiums, etc., a 12-meter road is required in the plains and a 6-meter road in the hilly areas. R-2 (Residential Area): A road width of 9 meters in the plains and 4.5 meters in hilly areas will be required for single-family homes; 12 meters in the plains and 6 meters in hilly areas for government residential quarters, housing schemes, group housing, shops, bank ATMs, etc.; 15 meters in the plains and 7.5 meters in hilly areas for primary schools, police posts, religious buildings, yoga centers, libraries, etc.; and 18 meters in the plains and 9 meters in hilly areas for cafes, restaurants, nursing homes, community centers, etc.
R-3 (Affordable Housing Area): A road width of 12 meters in the plains and 6 meters in hilly areas will be required for affordable housing projects, playgrounds, dairy booths, ATMs, play schools, primary schools, police posts, police stations, public toilets, etc.
R-4 (Rural Settlement and Expansion Area): A road width of 7.5 meters in the plains and 4.5 meters in hilly areas will be required for single-family homes, shops, Anganwadi centers, dairy farms, nurseries, and play schools; 9 meters in the plains and 6 meters in hilly areas for primary schools, bank ATMs, police posts, religious buildings, public toilets, orphanages, old age homes, etc.; and 18 meters in the plains and 9 meters in hilly areas for colleges and universities.
